Sustainable Development Goal 3 and HSTP-II Goals

The HSTP-II explains: "Life expectancy at birth increased from 58 years in 2007 to 65.5 years in 2017, with an annual rate of increase ranging from 1.98% in 2007 to 0.7% in 2016. Despite encouraging improvements in life expectancy at birth, premature death and suboptimal quality of life still constitute major health and development challenges in Ethiopia."

Major progress has also been made on reducing malaria, tuberculosis, and the spread of HIV/AIDS.

However, many more efforts are needed to control a wide range of diseases and address many different persistent and emerging health issues.

Reduce Maternal Mortality: Maternal Mortality Ratio

Targets

HSTP-II target: "By 2017 EFY (2024/2025), reduce the national mortality Ratio (MMR) to 279 per 100,000 live births. "
SDG target: "By 2030, reduce the global maternal mortality ratio to less than 70 per 100,000 live births. In addition, all countries should reduce the maternal mortality ratio to less than 140 per 100,000 live births."

Maternal Mortality Ratio
Definition: The maternal mortality ratio refers to the number of women who die from pregnancy-related causes while pregnant or within 42 days of pregnancy termination per 100,000 live births.

Reduce Maternal Mortality: Skilled Birth Attendants

Targets

SDG target: "No goal specified by the UN for the share of births attended by skilled staff."

Skilled Birth Attendants
Definition: Percentage of births attended by personnel trained to give the necessary supervision, care, and advice to women during pregnancy, labor, and the postpartum period; to conduct delivery.

End All Preventable Deaths under the age of 5: Under-5 Mortality Rate

Targets

HSTP-II target: "By 2017 EFY (2024/2025), decrease under-5 mortalities from 59 per 1,000 live births to 44 per 1,000 live births. "
SDG target: "By 2030, end preventable deaths of new-borns and children under 5 years of age, with all countries aiming to reduce neonatal mortality to at least as low as 12 per 1,000 live births and under-5 mortality to at least as low as 25 per 1,000 live births."

Under-five Mortality Rate
Definition: The under-5 mortality rate measures the number of children per 1,000 live births who die before their 5th birthday.
